
Mohammed Bataglia (MP) joins Tema Oil Refinery Board
In a significant move aimed at rejuvenating Ghana’s domestic petroleum industry, the Minister for Energy and Green Transition, Hon. John Abdulai Jinapor, officially swore in Hon. Issah Mohammed Bataglia as a new member of the Tema Oil Refinery (TOR) Board on 23 July 2025.
Mohammed Bataglia, the sitting Member of Parliament for the Sissala East Constituency in the Upper West Region, represents the National Democratic Congress in the Ninth Parliament. His appointment is part of a broader effort by the government to revitalize the underperforming refinery—a linchpin in Ghana’s oil and gas supply chain. TOR has struggled with technical issues and financial limitations, leading to inconsistent operations.
During the inauguration ceremony, Hon. Jinapor emphasized the gravity of the undertaking. “Your foremost duty is to get TOR back on stream,” he asserted, underscoring the urgency of operational revival and return to profitability.

Born on 20 November 1978 in Bugubelle, Upper West Region, Bataglia has built a diverse career spanning education, community development, microfinance, and administration—before making his mark in politics.

- Mr. Thomas Martey Laari – Member
- Mr. Robert Kempes Ofosuhene – Member

- Mr. Mugabe Saifu Maase – Member
- Hon. Mohammed Issah Bataglia – Member
- Osabarima Kyei Osafo Kantanka – Member
- Mr. Ben Nunoo Mensah – Member
Since being elected to Parliament in January 2025, he’s earned a reputation for championing rural infrastructure, renewable energy initiatives, and improved healthcare access in his constituency. He also serves on the Trade, Industry and Tourism Committee and the Subsidiary Legislation Committee.
The newly sworn-in board includes nine members, with Bataglia positioned among other key figures such as Board Chair Nayon Bilijo, Acting MD Edmond Biribia Kombat, and veteran members like Mugabe Saifu Maase and Ben Nunoo Mensah.
The board has committed to delivering a comprehensive roadmap in the coming weeks—encompassing strategic and financial planning, technical upgrades, and governance protocols—to steer TOR back to full operational status.
